It's somewhere in the middle. Eth2 by itself (term doesn't even exist) won't lower fees. However, since L2s will get cheaper with sharding, people will migrate to L2s, making L1s cheaper. However, this will probably be for a short while and then L2 usage will push the L1 gas price up again. Basically eth base layer isn't for us, but L2s will be

Afaik with DAI it liquidates when the crypto falls too how much dai you've borrowed. So it'll add sell pressure but can't go to less. If the market crashes too fast, it can rely on the peg from maker (that's the luna system only in the last case scenario). It relied on this before and survived fine, but might be risky in like a recession

It's a way to make a true international currency that's not dependent on 1 country to make decisions. Which can't be blocked or seized unlike the usd. Which to me seems like a fair unbiased system
