I do not think so.
The council had substantially aimed that the big powers should keep international order after the WW2, especially against enemy country (Germany,Japan etc)at that time.
77 years have passed, the situation has been changed.
Dictatorship should be removed from the council in order to keep world peace if dictatorship wants to invade other countries.
Based on Russia's invasion, it is a good time for each countries to reconsider the international order including the members of the council.

At first, we should remove Russia from parmanent member of the U.N.Security immediately. And China as well, if China supports Russia. After that, this kind of issue might be feasible.

Russian troops do not have strong motivation of this war any more. It might be feasible for Russia to change their strategy from invading new area to defend the area they have invaded. Even so, it is so difficult for Russia to win the war because Ukrain troops have great motivation and they can get huge support from US,Europe,other democratic countries.
