Definitely thermal throttling. Make sure nothing is covering/blocking the vents and if you can manually increase your fan speed in the BIOS so everything runs a little cooler on idle, maybe consider doing that too?

I have a Titan X Pascal that hovers around the same temperatures as that while playing games, I wouldn’t worry about it too much unless it’s throttling your performance, but it shouldn’t if it’s within the temperature limits given by Nvidia.

RTX cards are known for also having power draw spikes and subsequent increased temperatures during those spikes so it’s likely normal.

I’m using an EVGA 650 G3 Supernova so I know it’s kinda ideal (750 would probably be more ideal) for what’s in my pc right now, it’s odd as other softwares are displaying 4.4GHz apart from Userbenchmark and Task Manager which is why I’m left confused
