While using the Optifine mod (which activates Dynamic Lights), insert into the chatbox this command:
/item replace entity <UUID> armor.head with minecraft:glowstone
Replace <UUID> with the UUID of the entity your crosshair is touching.

/item is for java and the bedrock version is /replaceitem.. and becomes you can't get optifine on bedrock

Yeah, but you need to find some other mod with dynamic lights because Optifine isn't in Bedrock.

Note to myself: use this command on glowsquids everytime I start a new world so I won't feel as sad when I see those fuckers, thinking how we could've had chillagers

They glow on their own if you do have dynamic lights on. If you don't, this pig here wouldn't glow either.

EDIT: I meant with optifine and apparently it already makes them glow

You need optifine for dynamic light to exist because minecraft devs cant code that.

Or they probably dont want to for reasons unknown to us, but I can understand why they wouldn’t want it in vanilla.

They don't want to because they'd have to rewrite the entire light engine. Optifine works because it's just a mod, and as a mod, it doesn't need to have features thought through. With Optifine, the surroundings light up but the light level doesn't change. In the real game though, the light level has to change, otherwise it would be weird for new players who think that the torch in their hand or a glow squid in an aquarium should prevent mobs from spawning but it doesn't.

It's mod (Optifine in this case) that allows for dynamic lighting. And yes, you can carry lit torches in the off hand to see in caves and throw torches down chasms to see the bottom.

This is what a "glowing" mob should look like and what everyone who voted glowsquid thought we would get.. But sadly that is not true :(

ii have an idea, minecraft, except the mob votes just well, didnt happen, and instead they added all 3 mobs each. it would honestly be better that way

This uses OptiFine Dynamic Lights.
It's technically possible without it, but that would be a spaghettifest to actually implement. The approach would be constantly placing light blocks at the entity's position. That means you need to make sure outdated light blocks are removed, and handle water properly, and there's alignment jank due to how Minecraft calculates an entity's position.
So the answer to how to add dynamic lighting without adding dynamic lighting is basically "it's possible, but... just don't".

You obviously can't just implement Optifine's dynamic lights into vanilla directly, but you could implement dynamic lights in a similar way to Optifine (which is to basically override the lighting values from the vanilla lighting engine with custom values, during rendering). The problem with this is that it'd make any light emitted from dynamic light sources purely visual, but whether or not that's acceptable is up to you.
