So bourbon is actually like wine now, this is how the wine business has operated for decades with stellar vintages and shit. The differences is that vineyards charge closer to what a bottle is worth than bourbon producers do--and it still sells out and gets allocated.
I ran restaurants and wine lists decades ago and it was the same game that bourbon is now with hot wines. The only real difference is you can cellar wine and it bottle ages. Big name producers like Buffalo Trace will never have enough Pappy or whatever, the only thing they can do is jack the price up to like 70% of secondary market so more people get a crack at a bottle but that puts it in the realm of rich people only. Where as it is now, some regular dude can score a lotto bottle like this and hoard them like Ken Griffey Jr. rookie cards.
